Thomas S. Deans

Attorney of the Year 2017: Education Law

A graduate of the University of Minnesota, Mr. Deans has dedicated his career to encouraging positive change in the world. Passionate about law and political science, Mr. Deans would join the Minnesota State Senate after his graduation. For five years, he represented the Senate Education Committee and the Senate Education Finance Subcommittee before accepting a position at Peterson, Popovich, Knutson, & Flynn. Mr. Deans would become vice president of the firm in 1986 and later president in 2012. As an expert in school law, school finance, and election law, Mr. Deans has served as Bond Counsel for numerous Minnesota school district municipal bond and finance transactions. Additionally, Mr. Deans has served as representative for the Minnesota School Boards Association for over three decades. Mr. Deans has worked closely with the Minnesota Senate Education Committee, performing legal council, policy research, and statutory drafting. He has also served as a legislative liaison to the Department of education and was integral to drafting major educational legislation, including the drafting of the 1974, 1975, 1976, 1977, and 1978 omnibus education aid bills.Professionally, Mr. Deans is affiliated with the American Bar Association, Minnesota Bar Association, Dakota County Bar Association, and the National Association of Bond Lawyers.
